Verified - sole insurer by statute; no register is published · Proclamation 20/1992, which established the National Insurance Corporation of Eritrea (NICE) as the country's insurer; no other insurer is licensed. Confirmed by the owner on 23 Sep 2026 and consistent with the Library of Congress record of the Proclamation and with trade sources (Atlas Magazine, FAIR) describing NICE's monopoly. The Proclamation's own text was not read here (loc.gov is blocked by the egress policy).
Eritrea has one insurer by law: NICE, established by Proclamation 20/1992, writes both life and non-life business and no other company is licensed, so the single row is the whole market.
