An insurer’s domicile is the state or territory where it is incorporated, and that jurisdiction’s regulator is its primary supervisor. Domicile here comes from the register rows: the Texas Department of Insurance register records each company’s state of domicile, and a captive on the Vermont captive register is domiciled in Vermont. A state’s list is therefore the insurers in this directory that call it home, not its regulator’s own register of every insurer it licenses.
