By class of business

Each company is counted once, under the class its register row records. The supervisor’s own tally counts licences, so a company licensed for more than one class appears more than once there.

Verification log

Partially verified - Ministry of Finance / General Directorate of Takaful and Insurance 'Insurance Activates' page lists all 10 insurance operators, but it is an undated descriptive directory rather than a dated licence register and the site appears last maintained in 2023 · Islamic Emirate of Afghanistan, Ministry of Finance - General Directorate of Takaful and Insurance (GDTI), 'Insurance Activates' page, section 'Insurance Operators': 10 numbered insurance companies, each with a profile, product list and contact details. GDTI is described on the ministry's own site as 'the only government institution assigned to regulate, supervise and develop the insurance sector in Afghanistan', with licence issuance among its duties. The Dari edition of the same page (فعالین بیمه) lists the identical 10 companies in the same order, which is how the list was cross-checked.

Reconciled against the Ministry of Finance / General Directorate of Takaful and Insurance list of insurance operators (English and Dari editions of the same page, retrieved 23 Sep 2026): 10 operators. All three existing rows are confirmed; seven operators were missing and are added - Sky International Insurance, Sadra Insurance, Capital Star Insurance and Khairkhwa International Insurance (domestic general insurers) and the Kabul branches of the Iranian insurers Razi, Alborz and Kowsar, which the page shows offering travel and transit cover only. The page carries no date, no licence numbers for most operators and no takaful window detail, so the market stays partially verified.
