The law was adopted on 16 June 2022 and took effect on 1 January 2023. The Ministry of Finance publishes the insurance framework through its insurance-supervision portal.

Reconciled against the MoF 2024 insurance market yearbook (all 54 insurers at end-2024: 33 non-life incl. 1 foreign branch, 19 life, 2 reinsurers) and MoF licence announcements to Sep 2026: 41 rows matched, 18 added (11 non-life, 2 life from the yearbook; 5 licensed 2025-26), 2 removed (Xuan Thanh renamed LPBank Insurance; PVI Re renamed Hanoi Re); Vietnam Social Security is kept as the state social insurer, outside the Law on Insurance Business. Partial because MoF publishes no current consolidated register; exits after end-2024 would only show as announcements.
