Searched: the Tuvalu legislation index (no insurance act; only the two government insurance-fund instruments above); the ADB finance sector brief, which describes the sector as two banks, a national provident fund, a Western Union agent and informal moneylenders, with no insurer; PCRIC membership (Tuvalu joined the 2013-2015 pilot but is not a current Council member and holds no confirmed policy); and web searches for Fijian, Australian and NZ insurers (Sun, Tower, QBE, Dominion, BSP Life, FijiCare) writing in Tuvalu, none confirmed. One low-quality web page says \"Colonial Insurance\" operates there; this is uncorroborated and not used. The Tuvalu National Provident Fund and the NZ-funded Medical Treatment Scheme are not insurers. The one row is the Government Insurance Fund, the Government's own self-insurance fund under the Government Insurance Fund (Special Fund) Regulations (legislation index entry 1995-0011), listed so the market shows the only insurance mechanism its law provides for; it is not a licensed insurer."
